Let's see... The text is easy to read because you made the background lighter (good!). Maybe the first thing you could do is changing your host, because the ads are soooo big @.@. Minagi made a tutorial on how to remove ads on some hosts. The links are there too:
http://sw.my-fault.net/tutorials_ridofads.php
Next, you could put the navigation at the left. For that you'll need to learn how to use tables.
http://lissaexplains.com
is a good site to learn html.
Oh, and maybe you didn't know, but I have a ragnarok online fansite too ^^ in spanish only though :S

Ok. Here is one thing, your images ('file:///C:/Documents%20and%20Settings/allen/My%20Documents/My%20Pictures/image.png') are
1: Still on your hard drive. You need to upload them to the site (using FTP, or a file/image host then linking them to the site using the HTML Tags for it, ugh I think they are <img>*address here*</img>) so that they can be viewed.
2: still in .png form, when you go 'save' in photoshop, or whatever program you use, always change the file type you are saving it as (there is a drop down menu to select what you want to save it as).
Optimal for web is .jpg - good quality, and decent loading speed (files arn't huge, IE Bitmap).
Another thing I immediatly notice, is that the white background jumps at you (in a bad way). But using what Melfina said "Next, you could put the navigation at the left.", I believe could fix this (depending on how you do it).
Web design, like other things, takes practice - after awhile, you do see changes in your work.
I learnt basics from a proper web design tutor throughout last year (he was hired by my school for the,
how the teachers for the class
put it, the 'ICT' group of people - I would have said web design, but the teachers at my school are dumb .
The site I did is here -
www.comicscompulsion.co.nz
(I actually went to the store to see if they wanted a site. I'm still doing updates but they arn't really good at replying to me with what updates they want done to it).
That was last year, I have been playing around alot by myself and have seen huge changes in what I can do - though I have not uploaded much, latest I did (upload) was
www.zolpner.yourprivatespace.com
- Its not very good as I kinda quit on it because I found out that yourprivatespace don't like you to link images at other sites :? - darn bandwidth blokers! Now after then I have managed to pick up more skills still.
What I am really saying is just keep at it, play around with stuff by yourself alot and do so with subjects you are interested in so you wont get bored with the whole lot.
Note: I mainly use Macromedia Dreamweaver MX for web design - visual programs (rather than all code) help alot. I have also
never
used frontpage.
 Wow, that is the most I have ever written on a message board... New first! Sorry if its hard to read :?.
Edit: oh yea, I still suck and can't use Flash yet........
. Practice, practice, practice, practice, practice!.

You're right Twilight's Khori  There are some good books out there too. I learned from a book ^^ I tried Flash, but I mess everything... >< I may be able to do just simple things ><
In fact, the code for images is <img src="http://yourimageurl">
And yes, the format that less size uses with good quality is jpeg, but you can't make transparencies with that one, so, use jpeg for normal images and gif for transparent ones.

^^uu dunno xD The next step of knowing a web designing program is knowing the html code itself, so that you can code it with notepad. I think most web designer just mess all the code... so making it with notepad it's much more clear and less complicated :/

You mean in the forum or in html?
For the forum (without spaces):
[ url=http://yoururl ][ img ]http://yourimageurl.whatever[ /img ][ /url ]
In html:
<a href="http://yoururl"><img src="yourimageurl.whatever"></a>
