At first, a friend of mine showed me HTML tutorials somewhere, and introduced me to Komet Tails Designs. When I wanted to make a DIV layout, I looked into their DIV layer tutorial and found it helpful.
I also downloaded some premade layouts and looked at the codes, but I never copied them. When I wanted to learn about making table layouts, I went to

Most of the tuts I use are from Celestial-star, Animeshare, and Anime Rain. But I also look at other graphics to get ideas and ask people how they do their own style.
But I also teach other people how to make graphics as well.

I usually go to Celestial-Star and other sites to learn from tutorials, but it doesn't hurt to do some experimentation if you have Photoshop, PaintShop Pro, or GIMP. That's how I learned how to do some effects on Photoshop.

I got started from seeing Magitek and Celestial Star Designs, and then spread out and admired the rest of the AWC. For icons though, it was all Livejournal. The icontests there are the greatest things ever, they really push you to learn more and improve quickly.

And found out everything, jus how to use it.
And like then iwas experimenting myself. Now i experiment with PS.

I learned a lot by looking at other people's coding to see how they did what. Then I learned about tutorials and was able to follow them to create my own original graphics. Also I do a lot of trial-and-error to figure out coding, or ask someone for help, and I've taken a couple of webdesign classes, so I've still got the books kicking around.
The main sites I started learning from are mostly closed now, but any site that offers tutorials is a good site. And it never hurts to email a site's owner and ask for help!

hmm, interesting question.
I learned at an early age. I started my first website with one of them crappy geosite things from Yahoo, and I looked at HTML coding instead of the wizard thing, and I was like, "woah!" Then I became interested in website coding.
I started by examining the coding from my geosite, adding different things and seeing what the coding looked like. I then went to a few sites and learned some more. I became really good friends with Mimitchi (or Cheriwing) who knows HTML like the back of her hand. She helped my a lot with learning HTML, CSS, PHP, etc. And I still go to her for website advice on coding.
I would also go to pages and view the page source, and examine their coding, to see what it looked like. I didn't steal these, I just simply looked at them to see how they did a frames layout, a div layout, etc. Although some of these I would copy and paste into Frontpage, where I could fiddle with the coding and learn how to use it. I would not use the coding on my sites, just to play with.
I also got a few books, but they don't help much. They did teach me some tricks on how to do some things, but otherwise it didn't teach me large concepts like iFrames or PHP, at least not very well.
And overtime from just being a webmaster of several sites, I've gotten the hang of it and I know HTML really well. I've memorized all the basic things such as coding for links, images, text formating, color, backgrounds, etc.
Now for web & graphic designing.
I'm a very creative person. This comes in handy when designing layouts or graphics, because I can come up with clever ideas on how to display it. My whole life I grew up with Microsoft Image Composer 1.5, which is like Paint with some effects and better use of tools. I had to spend hours to make a decent graphic, and that got pretty annoying.
Although now I recently got Photoshop about a month ago, and I'm learning it pretty speedily. Now I can make decent graphics in a few minutes, as opposed to the hours I spent on Microsoft Image Composer. There is still a billion things I need to learn on Photoshop, but I'm getting there. I usually just fiddle with it and learn new things that way, but with some things I have to look it up.
I do graphic and layout designing in my free time. I find it relaxing and fun, so I do it quite often. On Saturdays I would just spend time making pretty banners or nice graphics for future layouts. I found it entertaining, and I liked doing it. So I've just become an "artist" at graphic and layout designs, and I enjoy doing it.
So meh, that's about it for me. ^w^

I learned HTML and Graphic editing almost at the same time. It was because a friend of mine was making a layout for her blog. I just followed her footsteps.
I simply learned HTML by a tutorial she showed me a long time ago. It was a site called Celestial Sea. I just learned it from that. As for CSS, I downloaded some layouts from Celestial Star, Aethereality, Kyuusho.org, and Elysium Designs and studied them.
As for graphic sites, I learned it from Animegraphx and Celestial Star. I just studied their tutorials and such. Later on, when I discovered the Live Journal resources and tutorials around, I was able to improve my skill.
Now, I just look at the coding/graphics to try to see how did the creator managed to do the effect he/she used.

I learnt HTML from LisaExplains, this site has various tutorials from beginner level to advance level. I learnt Photoshop from my computer class at school.

First i was inspired by thedollpalace.com's clubs n' cliques,'cause you will edit your club/clique by html & CSS,first i didn't know what are those and then i search the whole web then i learned!

I leant my basic knoledge from all over, I cant remeber really. I asked around from my friends, learnt how to make easy graphics by looking at others, but now I read alot of tutorials

find tutorials at deviantart and livejournal.
learning on other's works too. it may help giving inspirations or even just to know to create the effects.

I taught myself to make some "cool" things from experiments with colors and layers. Then I stumbled onto Celestial-Star, which has helped me out a lot.
