Sort of. What you want to do is take what will be the same on every page, break it into the top and bottom files, and keep the content...basically if you have your layout with some dummy content [or real content, whichever], everything that comes before your content, from the doctype up to the first letter of your content, will go into top.php, and everything from the end of your content to the </html> tag will go into bottom.php. Does that make it clearer?

Celestial Star uses a much more dynamic system than just includes for templating. Includes are used to include other processing files, but not in this sense.

Celestial Star's system was a custom made system by Melfina, so no, it's not available for download anywhere.
