Brushes are special files that you can use just like a paint brush in a graphics program, namely Adobe Photoshop or Corel PaintShop Pro. Textures Can be used differently in those programs, but they are mainly used not through the program. They basically add texture and color to the image you apply it to, with the use of filters and such.
