Retro Rays?

Does anybody know how to make rays such as the one seen in the banner of this page?

Omg, it seems there was a rollback... I already replied to this and some other posts and the replies disappeared... I'm sorry about that.

You can make curved lines with the pen tool, this tutorial explains how to use it a bit:

Just don't activate "Simulate pressure" and use a wider solid brush.
