Do you mean like a forum community? If so, you might want to get started by looking for some foruming scripts such as phpbb.com. If you want a way for users to login and submit work, a forum can do that too with all their wonderful hacks http://phpbbhacks.com

I think you can edit all the files in the template folder that ends in tpl. If you're experience in PHP, then edit whatever.

Want to learn how to make a PNG image have this white glow/outline? You've seen it done in layouts before. For the purpose of this tutorial, I'm using very simple (*ahem* ugly) graphics. There's actually two ways to do it.

You can make a new layer, fill the page with the color that you, then go to the layer and select the color mode.

Or you can select the page that you want to change the color, make a new layer, fille the page, then select the color mode.
