It's not repeating because you don't have enough content. Put in more content where you have "Write your text and content here" to make it scroll. If you just need some quick filler text, go to http://www.lipsum.com to generate some quick dummy text to experiment with.
If it were me, I'd probably code iFrames for the top box, and then a div for the bottom box. I don't know of a good tutorial for this, sorry, I just tend to mix-and-match if I can't find what I need.
Okay. Here's the problem, I missed it before, sorry. Change <body background="http://i140.photobucket.com/albums/r6/Irarina/background.jpg" leftmargin="0" topmargin="0" marginwidth="0" marginheight="0"> to <body> and then keep the CSS change I mentioned before. That should fix it for real.
You haven't specified your background image's name. Include in your CSS background:url('image.jpg'); and you should be okay. Also, your image is currently contained in a table, not sure if you'd want to fix that or not, since divs are typically easier coding for beginners, but since you had your image converted to the web for you, I guess it isn't too big a deal.
Awww, give it a shot! It's pretty easy if you find a tutorial that explains it clearly enough, especially the ones here at Celestial Star. Plus, if you're still having trouble, the forum is the place to ask for help!
I'm hosting another contest [actually, I'm hosting a second activity as well, but the deadline to join is tomorrow, so don't worry about it], focusing on the theme girls with guns. The information is below, copied and pasted from my website.
The theme of this contest is pretty obvious, based on the name. Your job is to create one layout, one wallpaper, and three avatars that feature at least one girl with a gun. The catch: You can't use the same girl for all five of your graphics. For example, you can use one girl for your wallpaper and avatars, but you'll have to use a different one for your layout. At least one graphic needs to have a different girl than the rest, but there will be a few bonus points if every graphic features a different girl!
Here are some basic rules:
1. All avatars must be 100x100 pixels in dimension. Avatars in any other size will not count and will lead to disqualification! 2. All wallpapers must be 1024x768 pixels in dimension [this is the highest resolution I have on my computer, unfortunately]. Smaller or larger wallpapers will not count and will lead to disqualification! 3. Avatars and wallpapers must be hosted either on your own server, or in a Photobucket or similar account. I will not host your graphics for you. 4. Layouts must be submitted as a link, not a .zip file. I will not host your layouts unless you donate them to Kokunkokun. If you submit a .zip file instead of a link, I will assume you are donating the layout to Kokunkokun. 5. Scoring: Layouts will be scored against the rubric I use for all contests, while wallpapers will be scored on a scale of one to five based on my personal preference and avatars will be scored as a group on a scale of one to seven based on my personal preference. In other words, I will judge all three of your avatars together, not individually.
The contest will run from 31 October to 26 November. On 27 November I will put up a poll where visitors can cast their votes for their favorite avatars, their favorite wallpaper, and their favorite layout. That's right, there will be three polls. Each vote will count as one point that will be added to your scores for each category. Here's where the bonus points come in: if you used a different girl for all of your graphics, you will receive three additional bonus points towards your layout score, two towards your avatar score, and one towards your wallpaper score. The polls will be up until 30 November.

I agree with Melfina. I would have picked either the grunge brush or the flowery brush, and maybe gone with the Overlay or Soft Light effect on them. Also, I would have definitely chosen different pictures, because at first I thought the yellow kid on the left was yelling at the yellow kid on the right, instead of the kitty. Plus, they don't really match. The bigger picture has a happier feel to it, but the smaller one on the right is kind of sad and emo. The CSS, though, looks good.
No. Divs are what you use to contain the content, whereas XHTML is the language you code in. I don't know too much about it because I use good ol' fashioned HTML, but I'm sure it's not too hard to learn.
If you're not using PHP to automatically include your layout on every page [and obviously you're not, since your page ends in .html], you'll need to put the layout coding on EVERY page to get it to show up. I imagine this baffling concept [and I'm not picking on you, I swear, I'm making fun of them] is part of why so many people with pagebuilder sites have a different style to every page of their site. But at least you're making the effort to learn, so good on ya.
I was going to say it might be the browser you're using versus the rest of us [I'm using Firefox], so I checked it in IE8. Disaster. I'd start from scratch, at least with the coding.
Also, while I can now see that the huge font really says "Northanger," the "Abbey" part gets cut off and only shows as "AB|" with everything from the majority of the second B cut off. I doubt this was intentional, but since it still scrolls so far to the right, it looks really really bad, I think. Maybe you should redo the design as well. Because there are still people who use an 800x600 resolution [I swear; I thought they were extinct], I would try to keep the width about 775px wide, which will take up most of their screen anyway, but then also it won't look so cramped on a 1024x768 resolution.
Why did you transfer it to ImageReady? You can slice it just as easily in Photoshop [at least in 7+]. I've never used ImageReady because Photoshop can do everything I've needed to do so far, so I'm not going to be very helpful with the resolution problem, but next time slice it in Photoshop to avoid this problem.
What's your screen resolution? This is still scrolling horizontally for me at 1024x768, and that's as high as my resolution goes, so unless you can guarantee it'll fit on the screen of whoever is going to be grading your project, I'd scale it to fit at least 1024x768.
There doesn't seem to be any reason for the div id="header" since you close it right after you open it, might as well get rid of it. I agree with sforzando about the font as well. It really looks like it says Nontharger Ass, but the color of it goes with the rest of the layout. The first time I looked at it, I didn't realize it was supposed to be words. The more I look at it, though, the less I like it, mostly because of the flowers/wallpaper samples behind the model. I was so thrown off by the width of the text the first time I saw it that I looked more at the color scheme of the fonts and background than the image.
Dunno if this is new or I just didn't play around with your navigation the first time, but the blinking effect when I hover over the links is not something I'd recommend because at first the words disappeared [and since all of your links lead back to your homepage, I'd advise against it].
