Tables. Definitely. Okay, they're a little complicated, I admit that, but you can do so much with it if you can get the codings right, and the layout usually comes out looking much better.

Of course when I get as low as my lazy butt, I turn to good ol' DIV.

And iframe is a no-no. Looks nice and cute. But not an option in my world anymore.

I don't know exactly what "problem" it is you're having but if it's about the page extended on the screen at the bottom, then it means you did not define the width in the div.

Tutorials may help, but the major part of improvement is PRACTICE. Just play around with Photoshop whenever you have the time, and be patient about it as well. All those nice avatars you see around the internet are results from experience and dedication (plus inspiration probably XD). And there really isn't one technique or anything to make these stuff. Eventually, you'll build up your own style, so there's more than one way to make nice graphics. So don't feel bad if you think you're not "good." I actually think your graphics are pretty nice right now. The effects on the avatar looks nice, it's just a matter of refinement.

I'm not entirely sure what you're trying to ask, but you can definitely do stroke and a dark shadow on the same image for a spiffy lining. (I mean, if that answers your questions? o.o)

Nice graphics! I especially like the last avatar there because it's pretty, yet simple. Your layouts are also well-done. I think the second one (the green one) should be sharpened more because the picture looks a little blurry to me - or maybe it's just my eyes playing games on me lol.

It's a very nice banner =D I just want to suggest that on the splash page, do a [border="0"] for the image, so that you get rid of the thick blue/purple border. I just think it would look better that way, but it's totally up to you.
