I like how the colors go together without making it hard to read, for example, the content space is a dark red, but not so dark that I have to highlight the text to read it easily. Also I think it was a good choice to not put links in the banner for this layout. I like that it's got straight lines as opposed to diagonal ones--they work really well for some of your other designs, but not so much for this one. The header image is nice, too; not too busy or crowded, and color-wise it's still easy on the eyes. Also I'm using IE7 again, and it still looks like your screenshot. Good job!
