Yes that's right, you can only download a 30-day trial after that you have to buy it
You can find the downloads to the free trials by searching google

If you don't have the money to buy it [assuming it's pretty pricey] and you're just starting in the web design/graphics world, I prefer you start with GIMP. It's free and it's like Photoshop with less features. 

Just a suggestion though because Photoshop can be pretty pricey.

Yeah, Photoshop is pretty expensive, and if you find it anywhere for free you'll have to consider that it could be loaded with malware, viruses, etc.  I would not recommend trading your satefy for something like that.

I use Serif PhotoPlus X2, made by Serif, a company in England - they are well known throughout the world.  I was going to start with PhotoPlus 8 which is a free download, at www.cnet.com but then decided to download PhotoPlus 10 for just $9.95.  That got me hooked and I was really impressed with PP10.

Then a couple of months ago, I bought PP X2 for $49.95.  It does (almost) everything Photoshop does, but it's easier to learn and to follow.  I'm really happy with it, and I'm still learning new things almost every day.

You might want to give it a try.  I think you'll really like it.
