css cursor effect (specific one inside)

hey boys and girls..I was wondering if you lovelies could tell me how to get this cursor effect..

I know lot's of ppl hate cursor effects,i normally too..but i kinda like this..it looks like pixie dust and i think it might go well with my site fairys dream...
oh is there way in the css ,where you could like,arrange it so when you hover the navigation bars,there won't be any glitter,i think that could be nerving...

oh and could anybody lead me to nice simple sites besides w3schools for link effects..like gradient whip and such for css..
i looked and downloaded some layouts here to see how you guys do some link effects,but some where in the layout not the css and others just made no sense to me...and w3schools.com makes my head cloud up..LOL.. maybe i should check lisaexplains it.. but i dunno if she goes that far into stuff..haven't been on there for a while..
