blending and the ruler like thingy

may i know how to blend two or more pictures together?i've tried smudging&blurring but i can't get the kind of results i expected. maybe its because my smudging and blurring isn't good but then again, it might be because i used the wrong tool...

and also can someone tell me how to make the ruler like markings?something like those on melfina's banner at the lower left hand side?

I just did them with the pencil tool one by one ^^u right-click on the brush tool and there's the pencil
