A layout like celestial star's

I really want to make a layout like the current guild wars layouts in celestial star but I have a few questions.
I dont understand how to make navigation like that, with an image for a heading.
Also, in version 15 (http://celestial-star.net/site/past/v15.jpg), how did you make closed navigation boxes like that, which dinamically change  size according to the number of links


Im sorry if everyhting here is undecipherable. Im not too good a writer am I ?  :lol:

For the current version, I just put all links on a cell and used a coding like this:

There isn't anything else, I just made an image for every section ^^u

About the other thing you asked, I made a footer image so the boxes would expand, something like this:
